A fresh approach to managing the Traffic and Street Planning projects of the city of Helsinki<\/h2>\n

The Traffic and Street Planning began innovatively developing project management in the fall of 2020. There were many drivers for the development, which became apparent in the customer and employee feedback analyses Flovio conducted. For example, service experts were overwhelmed and lacked a sense of control over their work. On the other hand, resource allocation for hundreds of projects was challenging because managers didn\u2019t have consistent visibility into ongoing work and resource needs.<\/p>\n

A new process using co-development methods<\/h2>\n

Flovio facilitated service design for the Traffic and Street Planning service using co-development methods. The focus of the work was particularly on the initial phase of the process and clarity was established for recording project ideas, refining them and identifying project entities. The goal was to simultaneously streamline both operational planning and strategic decision making. The result was a project implementation process that describes the progression of the project from the initial idea to the completed task.<\/p>\n

A low-code application to support process implementation and data-driven management<\/h2>\n

In process development, it became apparent that there was a need to support the adoption of a new way of working and to transition away from using Excel sheets. Therefore, using the Microsoft Power platform technologies Flovio created the city of Helsinki a Power App application. It was easy to define the data requirements and data model on top of the high-level process description. After a few quick development cycles, a practical tool was completed with minimal investment.<\/p>\n

The devised low-code application, LIPPA, enables the documentation of necessary information in a standardized format and builds capability for data-driven decision making, reporting and improved operational planning. The information is stored in one location, the user interface is modern and intuitive, and the familiar Excel-like views are still available. The application in its entirety was transitioned into the Helsinki city environment and can be freely developed further. In other words, experts can also make minor adjustments themselves, such as modifying dropdown menu fields or creating a new view for data analysis.<\/p>\n","protected":false},"excerpt":{"rendered":"
